"Tiny little people called “borrowers” live within the walls and under the floorboards of the house of the late Mrs. Alabaster. She entrusted her lawyer to execute her will and last wishes by bequeathing her home to her heirs, the Lender's, along with the fortune to maintain the residence. Her sinister lawyer Ocious P. Potter (Goodman) wants the property so he can develop it into 24 luxury apartments. He maintains there is no will, even though he knows that the old woman had secretly placed it in a hidden wall safe in the house. The tiny Clocks go about their business of borrowing small household items, nibbling on food, and avoiding vacuum cleaners. One evening Pete Lender (Pierce) encounters the miniature people and tells them they are all being forced to move out before the home is demolished.
When the Lenders depart Potter retrieves the will and places a call to have the structure immediately leveled. The moving van loaded with the Lender's household belongings also carries the four-inch tall Clock family but the two youngest members Ett (Newbigin) and Peagreen (Felton) fall out of the truck. The little youngsters return to the old house and wait to be rescued. While on the phone, Potter watches with amazement as the will seems to disappear into a heating grate all on it's own. He brings in a clumsy exterminator named Jeff (Williams) to rid the premises of the pests that have stolen the will.
Many painful forms of harm come to the nasty lawyer as he and Jeff tear up the house trying to catch the tiny borrowers. Suspicious of the strange duo, police officer Steady (Laurie) checks up on the house. Pete rides his bike carrying the Clock parents along in a can. They must try to find the Clock children who are desperately trying to elude Potter, Jeff, and his flatulent cheese-eating bloodhound. When Peagreen is accidentally hauled off to a dairy in an empty milk bottle, Ett meets another borrower named Phillip who helps her try to find her brother, her parents, and get the will away from the evil attorney. The Borrowers is a funny and gentle children's movie with lots of adventure in the form of chases and suspense."
