"Derryk Slovik, one of the world's most brutal terrorist masterminds, has been resurrected. At the hands of a corrupt government, Slovik was turned into a cyborg, a being far more powerful than average humans. He has a murderous agenda on his mind which includes striking the city of Neola and causing such panic that the entire government collapses. Terri Hayes, a Lieutenant with the United Military Systems, is caught in an attack on the Military Security and Defense Complex, reminiscent of the attacks on the World Trade Center in New York City. The towers are heavily damaged, some come down while the others stay standing, pinnacles to the ruthlessness of the Black Flag Militia. The Militia claim to have a biological explosive at their fingertips. Terri Hayes treks all over the world in search of the truth behind Slovik's reanimated form, working on and off for the shady government group known as Sigma Black. After Sigma is attacked and left in shambles, she resumes work for the UMS, intent on stopping Slovik before he destroys the city. Having killed him once, she makes it her personal mission to stop him again, finding out through chanels throughout the world that he is planning to set off the most destructive bomb with the most potent virus inside at the heart of the city, the Solar Tower landmark."
