"Democracy imposed from without is the severest form of tyranny". that is the slogan of the company set up to observe the distant planet of Branoff IV. Cedd Farrari, a cultural survey trainee sent to observe the culture of Branoff IV, begins to question this. He feels bad about the treatment that the slave race (the olz) are subjected to by the dominant race (the rascz). The Olz are constantly beaten, underfed and killed while the Rascz live in the lap of luxury. Cedd defies the companies slogan and tries to organise a revolution with very little success. This failure leads Cedd to make bold assertions about the true nature of the Olz and the relationship between slave and master.
