Tony and Tia (Kim Richards, Ike Issenman) are 2 children from a different world who go on vacation to California. They meet the evil Dr. Victor Gannon (Christopher Lloyd) and his henchwoman Letha Wedge (Bette Davis). The evil two kidnap Tony when they see his out of this world powers. Dr. Victor Gannon has come up with a device that controls people brains. He puts it on Tony so he can use him to try to make him ruler of the world.

Tony and Tia are back in town. Witch Mountain must have gotten a little boring or something, so the kids, now teenagers, have returned to L.A. to do a little shopping and sightseeing. Then their fun-filled vacation gets screwed over by an evil scientist who kidnaps Tony and sticks a mind control transister behind his ear. Now he can use Tony to draw with a harmonica and cheat at baseball! Tia hooks up with a street gang comprised of dorky third graders, a bumbling truant officer, and a goat, and sets off to rescue Tony. When Tia tries to rescue Tony, the evil scientist sics Tony on her. Tony's powers are much cooler than Tia's and he almost kicks her butt, but, fortunately for Tia, she blows up the evil scientist's mind control radio and saves the day.
