"The greenhouse effect has expanded the desert-like regions of the world, submerged others (such as New Orleans and much of the Mississippi Valley), and turned Paris into a tropical paradise with honeysuckle, bougainvillea, African finches, and a Seine filled with alligators. The French capital is the setting for the latest world conference on climate change, and something big is brewing. Monique Calhoun, VIP services operative for Bread & Circuses (the top marketing company), is in charge of shepherding the luminaries at the conference; while "Prince Eric Esterhazy," the suave host of a luxury pleasure barge called "La Reine de la Seine" where the celebs and underworld bosses meet to party and do business, looks to pick up valuable info through his bugs and hidden cameras. Spinrad's lusty and idea-laden plot reminds one of Philip Dick, mixing in climatech, loud and hard-drinking Siberian millionaires, computer hardware that possibly incorporates a human brain for its processing memory, Mossad operatives, and some nifty plot twists."
