Centauri Ambassador Londo Mollari had a number of best moments
1) When Ambassador Londo Mollari poisoned Lord Refa "You would have done it to me… I got there first"
2) When Ambassador Londo Mollari had Mr. Morden killed, zapped his spider escords, and blew up the Shadow base.
Morden: "You're insane!"
Ambassador Londo Mollari: "On any other day you'd be incorrect…"
3) Undoubtedly Ambassador Londo Mollari's very best moment was when he arranged to have Lord Rifa killed by the Narns. That was a very clever episode, where he purposely fed Vir Cotto misinformation in the hopes of having it leaked to Refa. When Vir worried that he could've been killed, Ambassador Londo Molari said, "Nonsense! You aren't important enough to kill!" And then Refa was killed while a peace choir was ongoing, which was most ironic.

I would say #2 was one of his worst moments, namely that he was advised NOT to kill morden. In the episode "Point of No Return" the Centauri seer gives him the warning of his 3 chances to redeem himself. One of those was to "not kill the man that is already dead", in this case Morden. Morden probably "died" in the the nuclear blast at the end of season 3 on Zhadum, so he was probably the one referenced in the prophecy

When Mollari finds out Refa is fighting a war in something like 7 fronts, he quotes.
Fighting a war on two fronts is the work of an idiot. On the heir to the throne of the Kingdom of Idiots would fight a war on 7 fronts.
Londo was a misguided creep at times, but, also, at times like this, you had to love him.

Two things come to mind for Londo's best; a serious one, and a funny one.
All of his verbal sparring with Cartagia was fantastic. For example, after making a typically outlandish statement, Cartagia looks pointedly at Londo and says, "The emperor is always right, isn't he?" Londo's wonderfully phrased non-answer is, "That is our tradition, Majesty." How carefully he avoided agreeing or disagreeing with Cartagia. This type of sparring popped up several times and was always a treat.
For the funny side, I think of an early episode where Vir calls him on the Babcom at an inconvenient moment. Londo turns the unit on and says, "What do you want, you moon-faced assassin of joy?!" ROTFL!!!! I found that clip on-line, at the B5 Down Below Archives, and have that set for incoming email - it always brings a smile to my face.
Londo will always be the great tragic character of the series: buffoon to villan to redeemed to horrified to successful to friend to "prisoner" of the Drakh. The episode in Season 5 where Delenn and Sheridan are talking in bed. She comments that they haven't heard much from Londo since his coronation. John says he's probably still celebrating ("You know Londo"). The dissolves to Londo, alone on the throne in a darkened room, staring off at nothing. I felt such sorrow seeing him come to this, after he had worked so hard to redeem himself over the past several years.
